After that PR, the leak of Java Bitmap objects is still happening because AndroidImageGenerator::DoDecodeImage was not freeing the JNI local reference returned by the invocation of FlutterJNI.decodeImage. This PR fixes that by using a ScopedJavaLocalFrame.
