Checking the download_dart_sdk variable in DEPS before downloading the prebuilt Dart SDK was dropped when the downloads were converted to cipd package downloads. Restore the check of download_dart_sdk.

Checking the download_dart_sdk variable in DEPS before downloading the prebuilt Dart SDK was dropped when the downloads were converted to cipd package downloads. Restore the check of download_dart_sdk.
