When clang-tidy job has an exception, print the message.

On flutter/flutter#105155 this went from printing nothing to:

which doesn't really give much info, but at least says the command, working dir, and exit code instead of just nothing.

If you are not sure if you need tests, consider this rule of thumb: the purpose of a test is to make sure someone doesn't accidentally revert the fix. Ask yourself, is there anything in your PR that you feel it is important we not accidentally revert back to how it was before your fix?

Reviewers: Read the Tree Hygiene page and make sure this patch meets those guidelines before LGTMing.

There are some tests in https://github.com/flutter/engine/blob/main/tools/clang_tidy/test/clang_tidy_test.dart, but I think the process runner might not be passed the right way to test this.

I'll yak shave this next time I muck with this tool...
