This PR continues to further unify our Android dependencies, merging NDK and licenses into the create package script.
This should allow better caching in https://flutter-review.googlesource.com/c/recipes/+/23920
By downloading the packages as part of the script, this reduces the likelihood of producing incorrect packages and unifies the upgrade process into one single config file.
