This publishes the
VkLayer_khronos_validation.jsonandVkLayer_khronos_validation.sodeps from the Fuchsia SDK as part of the CIPD artifact bundle from a Fuchsia build. This will then be used by the roller to repackage a flutter_runner with validation layers bundled for testing purposes.These deps are copied to
<bucket_root>/{arm64,x64}/deps/
