[Impeller] Fix and reland drawPaint collapsing optimization. (#43097 )

Collapses DrawPaint calls into clear colors when possible.

[Impeller] Include CPU blends + Flutter blend reference image in gold…

…ens (#43117)

Part of flutter/flutter#128606.

- Adds blend imagery that matches the Flutter BlendMode documentation:
