Added this in #9620 to try to customize the behavior of dependabot security PRs. It turns out that's not configurable and adding a dependabot.yml file actually adds dependabot functionality to also do non-security version updates (like we currently use Renovate to do). That's redundant with renovate and counterproductive to reducing dependency PR spam, so removing it.
