bug: codecov cannot post after upgrading to v4 #441

Related: codecov/codecov-action#1248
After upgrading the codecov action via #440 , the CODECOV_TOKEN needs to be explicitly passed into the action.
Error: Codecov token not found. Please provide Codecov token with -t flag.
Warning: Codecov: Failed to properly create commit: The process '/home/runner/work/_actions/codecov/codecov-action/v4.0.1/dist/codecov' failed with exit code 1
There are seemingly unrelated network failures after we originally merged #429. This has prevented codecov from having the baseline coverage information, which skewed the results posted via #415 . Hopefully, this has cleared and was just temporary & bad timing.
