What is the motivation behind this feature request? Is your feature request related to a problem? Please describe.

FRC-102 which recommends use of the EIP-191 prefix format for signing arbitrary bytes on FEVM and a similar 'Filecoin Signed Message' prefix for native Filecoin has been accepted and adopted by:

• Filecoin Ledger App by Zondax and
• Filecoin Metamask Wallet by Hugo
  • and the iso-filecoin library by Hugo

It remains to be implemented in the Lotus CLI (and Glif.io wallet).

Describe the solution you'd like

Implement FRC-102 in the Lotus CLI for consistency across Filecoin ecosystem wallets in parsing arbitrary signed messages.
