This is almost certainly a QEMU bug. The exact same binary fails under QEMU and succeeds under an aarch64 host. Ignore the test for now to stop spurious failures in our CI. Ferrocene-backport-of: #2248

Previously these were all built from source on each run. Make the build much much faster, and also less flaky since it doesn't have to download from unreliable endpoints.
