VarDumper currently does not understand that certain reflection objects might have attributes attached to it. Dumping a `ReflectionAttribute` just yields `ReflectionAttribute {symfony#4711}` which is not really helpful. This PR attempts to fix this.

While working on this, I noticed that class constants (which can be reflected on since PHP 7.1) are just dumped as plain values, so I've also added a caster for `ReflectionClasConstant` as bonus.

You can manually reproduce this issue by dispatching a message where the handler then dispatches another message to a different queue, then go to rabbitmq admin and close the connection manually, then This fixes some failing unit tests in the form framework, mainly revolving around locales. I've broken the commits into smaller atomic pieces so it is easier to see what I changed. In most instances I treated the unit test as correct, fixing the code to match.
On my system, this fixes most outstanding unit test failures. There are still two errors, but these are caused by a PHPUnit bug (see sebastianbergmann/phpunit-mock-objects#22). If the fix to PHPUnit is applied, this results in 0 failures, 0 errors, and 0 skipped tests!
