[devmenu] Add our own dev menu to Android

- Add our own dev menu to the Android client to match the iOS client, rather than using and customizing the built-in React Native dev menu
- Add these options to dev menu on both clients: https://github.com/expo/expo/issues/5129 (check in with @brentvatne for more details if needed)
