Pull Request Overview

This PR updates Dependabot settings to only open pull requests for major version updates by ignoring minor and patch updates globally.

• Expand ignore rules to include both semver-minor and semver-patch for all dependencies
• Retain existing interval, specific dependency ignores, and grouping configuration
