Currently tracker announcing occurs in arbitrary order. While we get good peer speeds and it climbs nicely, we can optimize to prefer announcing torrents that aren't complete. That will raise peer speeds much more quickly during initial sync.

This would also require/result in addressing #14647, and #14675.
