they'll also be used by span_end.go
Adds support to set --status-code and --status-description when calling otel-cli span end, along with tests.

Per #197, this adds
otel-cli span end --status-code error --status-description ono. The status code and description are sent through JSON-RPC to the backend which updates the span before sending it upstream.
