iOS framework missing arm64 simulator slice

This is causing issues with CocoaPods (in addition to #2215) and when embedding the framework directly.

To solve this we'll need to use an [xcframework](https://developer.apple.com/documentation/swift_packages/distributing_binary_frameworks_as_swift_packages).
