Title: Install for Ubuntu-24.04 aka nobel is documented but doesn't actually exist to download

Description:
The install documentation indicates Ubuntu-24.04 aka nobel is supported but the apt.envoyproxy.io site doesn't actually have that Release, so is there a gap in publishing?
