What does this pull request do?
Bump opentelemetry dependencies to 1.28.1/0.49b.1, adjust code for upstream changes (move to importlib_metadata and handling of ImportError). We also disable exemplars because they had a couple of bugs in 1.28.0 so they are not that mature yet.
