Issue body actions
- it should be possible to enable/disable feature for both cli and webserver SAPI (ELASTIC_OTEL_TRANSACTION_SPAN_ENABLED_CLI, ELASTIC_OTEL_TRANSACTION_SPAN_ENABLED)
- it should be possible to group it by wildcards (ELASTIC_OTEL_TRANSACTION_URL_GROUPS)
