Project repository root directories are increasingly cluttered with tooling configuration files.

Describe the solution you'd like

There is a growing movement to have tools search for their configuration files under a .config directory, which helps declutter repos from tooling configuration files.

➡️ The editorconfig docs and all extensions should look for the editorconfig file in .config/editorconfig in addition to .editorconfig.
