Currently each anemoi repo implements its own workflow. Thus requires passing on changes manually to the other repos.

ECMWF has implemented reusable workflows https://github.com/ecmwf-actions/reusable-workflows which should be called instead.

Workflows to be integrated are:

• read-the-docs: https://github.com/readthedocs/actions
• run ci from forks: https://github.com/ecmwf-actions/reusable-workflows/blob/main/.github/workflows/label-pr.yml
• ci.yml to call downstream-ci (-hpc), requires setting up in downstream-ci repo
• cd.yml
