currently the data-plane-self-registration module automatically unregister the data-plane on shutdown, but this should not be always the case, especially on multiple replicas environments.

in fact, the unregistration should be not active by default (a shutting down data-plane will be detected by the control-plane anyway after some time), and it should be possible to be activated if needed.
