This PR adds a publishing workflow for the ovsx frontend library using trusted publishing:

  • triggered by tags in the form webui-x.y.z
  • publish to npm via trusted publishing
  • create GH release with changes extracted from CHANGELOG.md in the webui directory
  • support rc versions that are only published to npm with the next tag
