Motivation

News has it's own dedicated permission for deleting items. Pages/Menus has no such option.

Proposed Solution

Add a new perm that would allow "main" admins to prevent other admins from deleting Page/Menu/Chapter items.

Alternatives

There's currently no alternative, other that providing full access to create/edit/delete "Pages"
