We still have problems with lack of quota interfering with UX.
#275 helped but ultimately having just a one minute exception doesn't really do it, because during that minute the 1GB quota will get spent, and if you change playlists again, you get bad UX (stuck on a playlist with just 1 or 2 dreams downloaded and not downloading more).
possible better approach: each time we set the playlist, then we get top up the quota to a GB. that works better than "one minute" and you can use it as many times as you want without getting stuck.
just need to make sure we don't end up with two kinds of quota (daily and interactive).
