Normally, the launcher is bundled with a pre-built archive of Drupal CMS. That's good, but if you delete and reinstall the site, then you should get fresh dependencies rather than the stale ones bundled in the archive.

Therefore, the archive should be deleted when it is successfully extracted, unless it's a test fixture.
