Two more packages are required by nuget.client. Additionally, Microsoft.Build depends on Microsoft.Build.Framework and Microsoft.NET.StringTools, so I'm adding those as well.

List of new packages:

Microsoft.Build.Framework.17.3.1
Microsoft.NET.StringTools.17.3.1
Microsoft.Build.17.3.1
Microsoft.Web.Xdt.3.0.0
