Enhancements on top of #1160
Related to dotnet/source-build#4592

This PR contains the following changes:

  1. Correct skipPackages documentation to indicate it is a space separated list.
  2. Add ability to skip all versions of a specified package.
  3. ToLower user input to be more flexible.
