Remove old versions of Microsoft.Build.NoTargets and Microsoft.Build.Traversal

With the changes being made in https://github.com/dotnet/installer/pull/18478, source-build will be use a single version of the packages controlled by the VMR's global.json.  Currently there are 3 versions of NoTargets and 2 versions of traversal.
