The tooling to generate ref packs is dependent on components outside this repo (e.g. arcade). When those components get upgraded by automatic dependency flow, we should be running a simple test to validate the tooling does not regress such was this case with #3084.

One idea would be to run the tooling for a ref and text only package and validate it succeeds and produces identical results to what is currently checked into the repro.
