The internal CI build is failing to download .NET tools `binlogtool` and `sourcelink` from https://pkgs.dev.azure.com/dnceng/public/_packaging/dotnet-public/nuget/v3/index.json. While these packages are not used by Sign CLI directly, Arcade uses these tools in CI builds.
