In #3086, we are refactoring the deps file generation logic. For now, we are leaving both the old and the new logic in, and by default comparing the results of the two methods in order to ensure that the new logic produces the same results.

After we've shipped a few previews like this, we should remove the old logic and entirely switch over to the new logic.
