Contributes to dotnet/runtime#75711.

The final Unicode 15.0.0 data files were published a while ago (see https://www.unicode.org/Public/15.0.0/ReadMe.txt). This pulls them to the private asset repo, and updates the related 3rd party license notice.

@akoeplinger do you know why the new runtime asset packages are not built? looks the latest Unicode data package is not including this change.

@akoeplinger never mind, I learned we need to update the feed to dotnet8 to let the new packages flow to runtime repo.
