It looks like The new Microsoft.DotNet.HotReload.Utils.Generator.BuildTool package (11.0.0-alpha.0.26076.1) was built targeting
runtime version 11.0.0-alpha.1.26064.118, but the CI agents have runtime 11.0.0-alpha.1.26060.102 installed.

Exit code 150 = .NET runtime version mismatch (the app requires a newer runtime than what's installed).
