This PR disables a specific test that is intermittently timing out on macOS to reduce CI noise. The test CertificateCallbackThrowPropagates in the QUIC functional tests has been experiencing reliability issues on OSX platforms.
- Adds an
ActiveIssueattribute to skip the test on OSX platforms with a reference to the tracking issue

Based on Kusto, the test still intermittently times out on OSX. Disabling it to reduce the noise.
