This PR reverts a previous change that reenabled the ClientDisableTlsResume_Succeeds test because the test continues to fail on Windows.
- Reintroduces an ActiveIssue attribute to disable the failing test
- Targets the SslStreamAllowTlsResumeTests.cs file
