@lewing, can this get sign-off/merged so we can unblock CI until the underlying issue can be resolved?

Unlike the Debugger inspector waiting for pause failed issue (#109795), the dead-lettering issue here (#109870) doesn't have any logs that the "known build error" can flag against for Build-Analysis to pass, as it results in a crash and lack of logs instead.

Ping @lewing, @thaystg for visibility/sign-off now that the weekend is over.

I'm going to disable all WASM debugger tests in #108178
@thaystg will migrate them to another repo.
