Contributes to #91757.

There have been frequent CI failures on non-alpine arm32 platforms as well with System.Net.Quic.QuicException : The connection timed out from inactivity..

@dotnet/dnceng Looks like the runtime (Build browser-wasm linux Release LibraryTests) check is stuck, this has happened to me several times in th past already, is this a known issue? Can I do something to make the PR mergeable besides updating (merging main to this branch) and re-running all CI?

The check gets stuck because there is nothing to report status once the agent is purged.

Looks like it's being tracked in #100424. See also this conversation in the FR channel.
