Related to #95759

We've fixed .NET 9 packages and backported changes to .NET 8 and 6. However, dotnet-sdk package depends on 2.1.0 version of the targeting pack which is not FIPS compliant.

Dependency:

netstandard-targeting-pack-2.1 >= 2.1.0

This blocks the regular installation of dotnet-sdk on FIPS enabled systems.
