GetEnabledXStateFeaturesHelper calls into WszLoadLibraryEx that is included from some CoreCLR headers.

This is breaking our ability to use vxsort in Native AOT configurations (CoreRT). I assume it also breaks gcsample.

Should this go through GCToOsInterface?
