Test failure: Assertion in spmi replay for windows-arm64 #124357
Description
SPMI replay for windows arm64 currently hits
ISSUE: <ASSERT> #353746 D:\a\_work\1\s\src\coreclr\jit\lsra.cpp (13687) - Assertion failed '!"Not sufficient consecutive registers available."' in 'System.Buffers.Text.Base64Helper:DecodeFrom[System.Buffers.Text.Base64Helper+Base64DecoderChar,ushort](System.Buffers.Text.Base64Helper+Base64DecoderChar,System.ReadOnlySpan`1[ushort],System.Span`1[byte],byref,byref,bool,bool):int' during 'LSRA build intervals' (IL size 1120; hash 0x40c8023f; Tier1)
Seems to have snuck in there when the arm64 helix runs were down a few weeks ago.
