[Android][CoreCLR] Add runtimeconfig.json support for test host

## Description

On CoreCLR Android test host, the configuration of the runtime using `runtimeconfig.json` isn't supported at the moment. Because of this, some runtime switches cannot be implemented.

- Add support for `runtimeconfig.json` on CoreCLR Android test host.
