Move packaging tests to Arcade for testing the SharedFramework SDK #115522

The packaging tests should really live in Arcade as part of testing the SharedFramework SDK.

With #114187, the Microsoft.DotNet.CoreSetup.Packaging.Tests are no longer part of runtime PR/CI.
