Not sure why this has a single .cs file that has come with it. Did someone merge main to dev18 in the VMR? Or did we muck something up on our end?

Looks like this was added via dotnet/dotnet#2927. There was a commit "revert Razor changes" (dotnet/dotnet@ce92a87) but it seems to have missed this file, I assume unintentionally.
