Collect telemetry to see the features usage

Use existing telemetry infrastructure, collect telemetry to see the usage for: 
1)  Non-MSBuild TaskFactory implementations (so we can proceed with https://github.com/dotnet/msbuild/issues/12347)
2)  CodeTaskFactory
