Pull Request Overview
This PR prepares the build system to generate stable 10.0.0 release packages by removing prerelease branding and enabling stable package versioning.
- Removes the "ci.net10" prerelease label to eliminate prerelease suffixes from package versions
- Enables stable package version generation by setting
StabilizePackageVersionto true by default
