Pull Request Overview
Re-enables private feeds in the CI pipeline by uncommenting previously disabled Azure DevOps pipeline configuration. The change restores access to internal package sources and runtime feeds for the devdiv team project.
- Uncomments conditional logic for enabling internal feeds when running in the devdiv project
- Restores template references for internal sources and runtimes with their required parameters

Description of Change
Now that the issue is fixed we can reenable these again
