Updates the build pipeline to run in new build in the dnceng-public org: https://dev.azure.com/dnceng-public/public/_build?definitionId=304 The OneLocBuild job has been moved to a separate pipeline file that will run on a schedule in the DevDiv org.
This reverts commit 565b381.
