Make logcat-parse accessible as a .NET global tool #1039
Description
In our future .NET 6+ World Order™,logcat-parse isn't distributed with anything. It is only part of the Classic Xamarin.Android SDK.
If we want this utility to be useful in environments that don't have the classic Xamarin.Android SDK, then we need an alternate distribution mechanism. A .NET Global Tool is the obvious replacement distribution mechanism.
TODO: what should we call the new tool?
