Implement
uloc_getISO3LanguageByLangCodeanduloc_getISO3CountryByCountryCodefunctions, which will get 2 letter ISO language/country codes and will return 3 letter ISO language/country codes.This will be used in [iOS] HybridGlobalization Implement missing cases for GlobalizationNative_GetLocaleInfoString runtime#89296 to not duplicate static tables.
